Event Description
Packing was being replaced on an Engine. Engine was placed back in service without being filled up with water. It was used as a first out pumper responding to a house fire. After hose was pulled to attack the fire it was realized that it had not been filled up with water.
Lesson Learned
Lesson learned was the importance of communication at all levels and how the chain of events preceding a fire or emergency response affects performance.
